"Expressing the sense of Congress that any effort to reengineer the health care system in the United States should incorporate sustainable wellness programs that address the underlying causal factors associated with chronic disease." - Bill # H.CON.RES.406
As the resolution documents, the growing cost of chronic illness is crippling the health care system. Yet, all conversation relating to health care reform is focused on financing and access issues. This resolution purports that all health care reform efforts require the reengineering of underlying infrastructure to incorporate sustainable wellness programs that address the causes of chronic disease, and work to both prevent illness and facilitate one’s ability to maintain and restore health.
Congressman James Langevin (D-RI) introduced this bill on July 31, 2008. The bill is a non-binding resolution that calls for congress to ensure that any reengineering of the U.S. health care system:

Incorporates sustainable wellness programs that address the underlying causal factors of chronic disease;

Ensures public access to strategies for improving individual health through lifestyle change;

Provides patient-centered care that addresses personal health needs and that encourages patients to improve wellness through lifestyle changes and scientifically-based therapies that facilitate the body's inherent ability to maintain and restore optimal health; and

Utilizes defined standards to determine when wellness and health promotion activities will be useful based on the patient's diet, exercise habits, and individual and family health histories.
